Locus Standi - Exhaustion of Domestic remedies — Held: Domestic remedies ought to be considered to have been exhausted where the applicant could not be expected to get an effective and sufficient remedy since the Supreme Court of Mauritius had dismissed the Applicants claim on grounds that non fulfilment of Treaty obligations is not enforceable by the national Courts in so far as there was no specific legislation to that effect.
