RESOLUTION ON THE SECOND CONFERENCE ON ASSISTANCE TO REFUGEES IN AFRICA
The Council of Ministers of the Organization of African Unity meeting in its Forty- first Ordinary Session in Addis Ababa, Ethiopia from 25 February to 4 March 1985,
Having considered the report of the Secretary-General a.i. on the Second International Conference on Assistance to Refugees in Africa (ICARA II) – Document CM/1258 (XLI) particularly with regard to the Declaration and Programme of Action adopted by the Conference,
Recalling the General Assembly Resolution 39/139 of 14 December 1984 on ICARA II adopted at its 39th Session,
Noting with satisfaction the high level of participation of representatives from more than 200 states, organizations and agencies in ICARA II,
Deeply concerned with the increase in the population of refugees and the serious deterioration of the living conditions of the refugees as a result of the current drought and other natural calamities,
Aware that this serious situation caused by the growing refugee population has increased further the social and economic burden on the host countries,
Desirous of the need to ensure that the projects submitted to ICARA II are fully funded and implemented as soon as possible in order to forestall increase in their cost due to lapse of time:
TAKES NOTE WITH APPRECIATION of the report of the Secretary- General a.i. on the Second International Conference on Assistance to Refugees in Africa, Document CM/1258 (XLI);
EXPRESSES ITS DEEP APPRECIATION and gratitude to all the donor countries and organizations and agencies present at ICARA II for their participation in the Conference and positive response to the appeal for assistance;
CONGRATULATES the United Nations Secretary-General for his careful preparations of ICARA II, in close consultation with the OAU Secretary- General, the United Nations High Commissioner for Refugees and the Administrator of the United Nations Development Programme;
REITERATES ITS APPEAL to donor countries, the international community and all organizations and agencies with refugee programmes to provide the additional resources required for ICARA II projects;
EMPHASIZES the complementarity of refugee aid and development assistance in the quest for durable solution;
ENDORSES the ICARA II Declaration and Programme of Action and calls upon all Member States concerned, donor countries and organizations and agencies with refugee programmes in Africa to vigorously ensure the implementation of the Programme of Action;
REQUESTS Member States concerned to provide necessary information to the Secretary-General and continue to work in close co-operation with him on implementation of their respective projects;
REQUESTS the OAU Secretary-General to closely monitor the implementation of the ICARA II projects in close co-operation with the UN
Secretary-General, so as to enable him to report to the 42nd Session of the Council of Ministers.
