RESOLUTION ON THE SPECIAL EMERGENCY ASSISTANCE FUND FOR DROUGHT AND FAMINE IN AFRICA


The Council of Ministers of the Organization of African Unity, meeting in its Forty-seventh Ordinary Session, in Addis Ababa, Ethiopia from 22 to 27 February 1988,


Having considered the report of the Secretary-General on the activities and operations of the Special Emergency assistance Fund for Drought and Famine in Africa, contained in Document CM/1468 (XLVII),


Recalling Resolution AHG/Res.133 (XX), CM/Res.962 (XLI) and CM/Res.1006 (XLII) on the operational modalities of the Fund,


Noting with satisfaction the laudable activities that the Fund has continued to undertake, within its limited resources, and under the guidance of the Policy Committee of the Fund,


Conscious of the fact that in order to attain the aims and objective of the fund and to ensure its continued operations, efforts should be intensified in the campaign for the mobilization of additional financial resources, so as to replenish the Fund’s resources:


  1. TAKES NOTE of the report of the Secretary-General;



  1. COMMENDS the Secretary-General and the Policy Committee of the Fund for the relentless efforts being deployed in ensuring the effective operation of the Fund and in sustaining the campaign for the mobilization of financial resources for the Fund and URGES them to continue all efforts in that regard;


  1. EXPRESSES ITS GRAVE CONCERN over the low level of contributions into the Fund and STRONGLY APPEALS, once more, to all Member

States to make voluntary contributions to the Fund and to those that have made pledges to honor their pledges;


  1. CALLS UPON Member States to assist the Secretary-General and the Policy Committee in the campaign for the mobilization of financial resources for the Fund;


  1. ENDORSES the recommendations of the Policy Committee of the Fund;



  1. EXPRESSES ITS APPRECIATION to the African Development Bank, the Economic Commission for Africa and other institutions that have continued to participate and assist in the activities and operations of the Fund.
