RESOLUTION ON THE SECOND GENERAL CONFERENCE OF THE UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO)


The Council of Ministers of the Organization of African Unity, meeting in its Forty-seventh Ordinary Session, in Addis Ababa, Ethiopia from 22 to 27 February 1988,


Having considered document CM/1466 (XLVII) containing the report of the Secretary-General of the OAU on special meeting of the Conference of African Ministers of Industry; and on the Second General Conference of UNIDO as Specialized Agency within the United Nations System, held in Bangkok, Thailand from 9 to 13 November 1987,


Recalling its Resolution CM/Res.1109 (XLVI) by which the Council laid down the broad guidelines and modalities for African preparation for the participation in UNIDO II,


Bearing in mind of the African Memorandum on Industrial Development in Africa (Doc. Sp/COMF/MIN/WD. 87 (OAU)) and of the decisions and resolutions adopted at the Second General Conference of UNIDO (Doc.

GC.2/INF.4),



Having considered the report of the 12th meeting of the OAU Permanent Steering Committee containing the Committee’s evaluation of the results of UNIDO II (Doc. CM/1467 (XLVII)),


Recalling in particular Resolution GC.2/Res.2 on the Industrial Development Decade for Africa (IDDA) adopted at the Second General Conference of UNIDO, resolution 1987/70 of the United Nations Economic and Social Council, and the relevant ECA resolution relating to the proclamation of a Second IDDA,

Emphasizing the need for relentless effort by all OAU Member States and African Organizations to implement the IDDA programme in view to its crucial role in attaining the objectives of APPER and the United Nations Programme of Action for African Economic Recovery and Development 1986-1990 (UNPAAERD):


  1. TAKES NOTE of the report of the special meeting of the Conference of African Ministers of Industry Document (Doc. Sp/CONF/MIN/IND/Rpt), the African Memorandum on Industrial Development in Africa (SP/CONF/MIN/IND.87 (OAU)) and the Decisions and Resolutions of the Second General Conference of UNIDO Document (Doc. GC.2/INF.4);


  1. COMMENDS the high priority given to the IDDA Programme by the Second General Conference of UNIDO and WELCOMES the decisions of the Conference to provide the IDDA Programme with the sum of US$8.6 million in the 1988/89 Programme Budget of UNIDO, and APPEALS that this level of resources should be maintained;


  1. CALLS ON all OAU Member States to give priority attention to the implementation of the Resolutions and Decisions of UNIDO II with the assistance of the General Secretariat, in co-operation with ECA and UNIDO Secretariats;


  1. FURTHER CALLS ON all OAU Member States, members of the UNIDO Industrial Development Board to press for the establishment of a regional office of UNIDO in Africa and for the establishment of more posts of Senior Industrial Development Field Advisers in Africa and for more Africans to be considered for the post;


  1. REQUESTS the Secretary-General of the OAU to prepare for the consideration of the Permanent Steering Committee during one of its sessions in 1988, proposals relating to the new concepts and approaches for co-operation in respect of industrial development in conformity with Article 2 (c) of the Constitution of UNIDO;

  2. CALLS ON the Director-General of UNIDO, in co-operation with the OAU and ECA, and with the relevant African Inter-governmental Organizations to put into motion the necessary machinery and measures for the implementation of the Decisions and Resolutions of the Second General Conference of UNIDO, especially those relating to the Industrial Development Decade for Africa, the Development of Human Resources and technological capabilities, Institutional arrangements, Progress of industrialization of the Least Developed countries, and Mobilization of financial resources for Industrial Development, and to strengthen the Co- ordinating Unit for the IDDA in the UNIDO Secretariat.
