RESOLUTION ON THE SPECIAL EMERGENCY ASSISTANCE FUND FOR DROUGHT AND FAMINE IN AFRICA
The Council of Ministers of the Organization of African Unity, meeting in its Fifty- second Ordinary Session in Addis Ababa, Ethiopia, from 3 to 8 July 1990,
Having considered the report of the Secretary-General on the activities and operations of the Special Emergency Assistance Fund for Drought and Famine in Africa contained in Document CM/1615 (LII),
Recalling the Statute establishing the Special Emergency Assistance Fund for Drought and Famine in Africa and its operational modalities,
Further recalling resolutions CM/Res.1220 (L) and CM/Res.1256 (LI),
Considering the recommendations of the Tenth Ordinary Session of the Policy Committee of the Fund held in Addis Ababa, Ethiopia, from 21 to 22 June 1990,
Noting with concern the continued critical financial situation of the Fund:
TAKES NOTE of the report of the Secretary-General;
ENDORSES the decisions and recommendations of the Policy Committee of the Fund and THANKS the Members of the Committee and the Secretary- General for their consistent efforts in ensuring the effective administration and management of the resources of the Fund;
EXPRESSES GRAVE CONCERN over the continued critical financial situation of the Fund and LAUNCHES ONCE MORE an urgent appeal to Member States that have made pledges to honor their commitments and to all other Member States which have not yet done so, to make voluntary contributions to the Fund;
APPROVES the activities being undertaken by the Committee and the Secretariat on the mobilization of resources, as well as the contacts initiated with potential donor countries and Non-Governmental Organizations and URGES all Member States to support this campaign for the mobilization of financial resources for the Fund;
MANDATES the Secretary-General to finalize and sign the Trust Instrument between the OAU and the ADB concerning the administration and management of the financial resources of the Fund, upon its expiry on 19 July 1990.
