RESOLUTION ON THE WORLD CONFERENCE ON EDUCATION FOR ALL



The Council of Ministers of the Organization of African Unity, meeting in its Fifty- second Ordinary Session in Addis Ababa, Ethiopia, from 3 to 8 July 1990,


Having considered the Report of the Secretary-General on the World Conference on Education for All, held in Jomtien, Thailand, from 5 to 9 March 1990,


Recalling the objective enshrined in the Lagos Plan of Action Particularly the role of Education and its impact on the economic and social development of Member States,


Aware further of the fact that the eradication of illiteracy is necessary for ensuring the exercise of the right to education, enshrined in the Universal Declaration of Human Rights and the African Charter on Human and Peoples’ Rights:


  1. TAKES NOTE of the report of the Secretary-General and ENDORSES the World Declaration on Education for All and the Framework of Action to meet the basic educational needs, forming part of the said Report;


  1. EXPRESSES ITS GRATITUDE to the initiators of the Conference namely, the Director General of UNESCO, UNICEF, UNCP and of the World Bank, who have drawn the attention of the international community to the importance of the prepared a framework of action through education of children, youths and adults;


  1. EXPRESSES WITH SATISFACTION with the report of the General Secretariat of the OAU, the African Regional;


  1. REQUESTS Member States to proceed to assess their needs of national, sub - regional and regional levels so as to determine the corresponding necessary financial resources;


  1. REQUESTS the Secretary-General of the OAU to pursue his contacts with the donors and coordinate the African positions for the follow -up actions of the World Conference;


  1. FURTHER REQUESTS the Secretary-General of the OAU to submit a report on the follow-up of the World Conference on Education for All to the next Session of the Council of Ministers.
