RESOLUTION ON THE SECOND CONSTITUENT CONGRESS OF THE PAN- AFRICAN UNION OF SCIENCE AND TECHNOLOGY (PUST)



The Council of Ministers of the Organization of African Unity, meeting in its Fifty- second Ordinary Session in Addis Ababa, Ethiopia, from 3 to 8 July 1990,


Recalling its Resolutions CM/Res.1040 (XLIV), CM/Res.1121 (XLVI) and CM/Res.1128 (L) on PUST,


Convinced that African scientists, by their patriotic commitment and research are capable of promoting science and technology for development in Africa as stated in Document CE/1613 (LII) submitted by the Secretary-General:


  1. NOTES WITH SATISFACTION, the conclusions of the Second Congress of African Scientists;


  1. URGES the scientists to focus their research on the priority needs of the African people;


  1. DRAWS THEIR ATTENTION to the urgent need to develop technologies aimed at alleviating the task of farmers and particular women in the field of agricultural production, the conservation and storage of food crops, water, etc… ;


  1. URGES Member States to cooperate with PUST;


  1. URGES PUST:


    1. To review existing scientific and technical cooperation programs in Africa, take stock of them and disseminate them as largely as possible;


    1. To study the prerequisites of a real south-south and south-north scientific and technical cooperation;


  1. CALLS UPON Member States and the Secretary-General of OAU to monitor and support the Minimum Program adopted by PUST;


  1. AUTHORIZES the Secretary-General of OAU to discuss with ADB, the possibility of financing the PUST Endowment Fund.
