RESOLUTION ON THE SPECIAL EMERGENCY ASSISTANCE FUND FOR DROUGHT AND FAMINE IN AFRICA
The Council of Ministers of the Organization of African Unity, meeting in its Fifty -third Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 1 March 1990,
Having considered the report of the Secretary-General on the operation of the Special Emergency Assistance Fund for Drought and Famine in Africa, CM/1644 (LIII),
Recalling the objectives establishing the Special Emergency Assistance Fund for Drought and Famine in Africa and its operational modalities,
Recalling further resolutions CM/Res.1220 (L), CM/Res.1256 (LI) and CM/Res.1289 (LII),
Considering the recommendations of the Eleventh Ordinary Session of the Policy Committee of the Special Fund held in Addis Ababa, Ethiopia, from 17 to 18 December 1990,
Deeply concerned by the critical situation of the Fund:
TAKES NOTE of the report of the Secretary-General;
ENDORSES the decisions and recommendations of the Policy Committee of the Fund and fully supports the Plan of Action set out by the Policy
Committee of the Fund as part of the campaign to mobilize new resources for The Fund and URGES the Secretary-General to take all necessary measures For the implementation of the Plan of Action;
REITERATES ITS APPEAL to all Member States for voluntary contributions to the Fund and to those who have pledged contributions, to honor their commitments;
URGES Member States that have benefited from the Fund’s grants to submit detailed reports on the implementation of projects financed by the Fund;
EXPRESSES ITS DEEP GRATITUDE to the People’s Republic of China for its additional contribution in kind to the Special Fund and APPEALS to other countries that have not done to, to also extend their assistance to this Fund.
