RESOLUTION ON THE SITUATION IN THE MIDDLE EAST


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -third Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 1 March 1991,


Having considered the Report of the OAU Secretary-General on the Situation in The Middle East contained in Document CM/1647 (LIII),


Guided by the principles and purposes stipulated in the Charters of the Organization of African Unity and the United Nations and by the common determination of African and Arab peoples to join their forces for the safeguard of their freedom, the restoration of their legitimate and fundamental rights,


Noting with deep concern that the collusion between the Zionist regime of Israel and the apartheid regime of South Africa aims at spreading State terrorism and persecuting the Palestinians in the occupied Arab territories and the majority of the people of Sout h Africa,


Recalling that the Question of Palestine is at the heart of the Middle East conflict,


Reaffirming that the violation by Israel of the territories of Arab countries, their air space and their territorial waters constitutes a threat to internatio nal peace and security,


Considering the efforts made for the establishment of peace in Lebanon within the framework of the implementation of the Taif Agreement:


  1. REAFFIRMS all the resolutions previously adopted by the OAU Assembly of Heads of State and Government and the Council of Ministers and EXPRESSES its full support to the Palestinian people and the Arab countries Victims of the Israeli aggression;


  1. FURTHER REAFFIRMS the common struggles of the Arab and African peoples and the crucial need to strengthen Afro-African solidarity and CONDEMNS the collusion between the Zionist regime of Israel and the Apartheid regime of South Africa;


  1. STRONGLY CONDEMNS Israel for its refusal to comply with the UN and OAU resolutions and the provisions of the Fourth General Convention of 12 August 1949 on the protection of civilians in time of war;


  1. STRONGLY CONDEMNS the settlement of Jews in the occupied Arab territories;

  1. DEMANDS the withdrawal of Israel from all the occupied Arab territories and CONSIDERS as null and void all measures taken by Israel in these territories aimed at changing their original characteristics and exploiting their resources;


  1. DEMANDS the immediate convening of the International Conference on Peace in the Middle East, in accordance with the relevant resolutions adopted By the UN General Assembly with the participation, on equal footing, of the Permanent members of the Security Council and the parties concerned, Including the PLO, the sole and legitimate representative of the Palestinian People and SUPPORTS the efforts made for that purpose;


  1. EXPRESSES SATISFACTION at the process of national reconciliation and peace initiated in Lebanon and the formation of a National Union Government in conformity with the Taif Agreement;


  1. DEMANDS the withdrawal of the Israeli forces from South Lebanon, in conformity with Resolution 425 of the United Nations Security Council;


  1. CALLS UPON all the States, International Organizations and investment institutions to abstain from giving any support to Israel for its act in these territories and form maintaining any cooperation relation with that country likely to enable it to exploit the resources of these territories and DEMANDS Israel to put an end to its acts of violation;


  1. REQUESTS the OAU Secretary-General to follow the development of the situation in the Middle East and report to the next ordinary Session of the Council of Ministers.
