RESOLUTION ON THE RECOMMENDATIONS OF THE FIRTST SEMINAR ON AFRICA’S RO LE IN NUCLEAR SCIENCE FOR PEACE AND DEVELOPMENT


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -third Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 1 March 1991,


Recalling its Resolution CM/Res.1042 (XLIV) concerning the holding of the Seminar on Africa’s Role in Nuclear Science for Peace and Development,


Convinced of the importance of Nuclear Science and Technology in the Development of Africa:


  1. TAKES NOTE WITH SATISFACTION of the conclusions and recommendations adopted by the First Seminar on Nuclear Science held in Kampala, Uganda, under the auspices of the OAU and the International Atomic Energy Agency (IAEC);


  1. EXPRESSES IT GRATITUDE to the people and Government of Uganda for hosting the Seminar;


  1. RECOGNIZES the important role of the Technical Advisory Committee (TAC) established under UNFCA auspices in 1989 plays in fostering cooperation among African countries and CALLS UPON TAC to consider the possibility of establishing the Sub-Committee provided for in Recommendation No. 4 of the Kampala Seminar;


  1. REQUESTS the Committee on Conferences to consider the possibility of holding such Seminars and where possible, a meeting of African Ministers of Energy, to study the overall energy situation in the continent;


  1. EXPRESSES SATISFACTION at the fruitful cooperation existing between the International Atomic Energy Agency (IAEA) and OAU Member States on the one hand, and the General Secretariat on the other;


  1. REQUESTS the Agency to consider the possibility of establishing an Office in Africa to liaise between the Agency and Member States in accordance with the recommendations of the Kampala Seminar;


  1. REQUESTS the Secretary-General of the OAU to monitor the implementation of this resolution together with the relevant recommendations of the Seminar and to report as appropriate to the Council of Ministers.
