RESOLUTION ON THE SPECIAL EMERGENCY ASSISTANCE FUND FOR DROUGHT AND FAMINE IN AFRICA


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -fourth Ordinary Session in Abuja, Federal Republic of Nigeria, from 27 May to 1 June 1991,


Having considered the report of the Secretary-General on the activities and operations of the Special Emergency Assistance Fund for Drought and Famine in Africa, contained in Document CM/1672 (LIV),


Recalling the aims and objectives establishing the Special Emergency Assistance Fund for Drought and Famine in Africa and its operational modalities,


Recalling further resolutions CM/Res.1289 (LII) and CM/Res.1315 (LIII),


Bearing in mind the recommendations of the Twelfth Ordinary Session of the Policy Committee of the Special Emergency Assistance Fund for Drought and Famine in Africa, held from 16 to 17 May in Addis Ababa, Ethiopia,


Deeply concerned by the continued critical situation of the financial resources of the Fund:


  1. TAKES NOTE of the Report of the Secretary-General on the issue;


  1. ENDORSES the recommendations and decisions of the Policy Committee of the Fund and URGES the Secretary-General and the Policy Committee to intensify their efforts in the mobilization of new financial resources for the Fund;


  1. REITERATES ITS APPEAL to all Member States to contribute voluntarily to the Fund and to those that have made pledges to honor their commitments;


  1. EXHORTS Member States, beneficiaries of the Fund to ensure that regular reports are submitted on the implementation of the projects financed by the Fund;


  1. DECIDES to renew the membership of the Policy Committee of the Special Emergency Assistance Fund for Drought and Famine in Africa as follows: Algiers, Angola, Gambia, Kenya, Libya, Malawi, Mauritania, Namibia, Niger, Sierra Leone, Somalia, Rwanda and Zambia, and that the mandate of The six incoming Member States will enter into force from the Thirteenth Session of the Policy Committee scheduled to be held in December 1991 for A period of 3 years;

  1. REQUESTS the Secretary-General to report on the implementation of this resolution to the Fifty-fifth Session of the Council of Ministers.
