RESOLUTION ON THE SECOND UNITED NATIONS TRANSPORT AND COMMUNICATIONS DECADE IN AFRICA


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -fourth Ordinary Session in Abuja, Federal Republic of Nigeria, from 27 May to 1 June 1991,


Having considered the report of the Secretary-General on the Preparatory Activities Towards the Launching of the Second United Nations Transport and Communications Decade in Africa, Document CM/1670 (LIV),


Recalling Resolutions CM/Res.738 (XXXIII) Rev.1, CM/Res.800 (XXXV) and CM/Res.889 (XXVII) on the First United Nations Transport and Communications Decade in Africa,


Conscious of the importance of the transport and communications sector in promoting the physical and economic integration of the Continent:


  1. HAILS the decision of the United Nations General Assembly to proclaim 1991 2000 the Second Transport and Communications Decade in Africa;


  1. EXPRESSES ITS APPRECIATION to the UNDP, the UN Specialized Agencies, African Regional Organizations and the International Community For their positive contribution and assistance to facilitate the preparation of The Second United Nations Transport and Communications Decade in Africa;


  1. APPROVES the global and sub-sectoral aims and objectives, the strategy, directives and institutional mechanism which made it possible to prepare the Second Decade;


  1. ALSO APPROVES the Second Decade Program as adopted by the Conference of Ministers of Transport and Communications and Planning;


  1. LAUNCHES an appeal to the United Nations to officially proclaim

1991 2000 the Second Transport and Communications Decade in Africa during the Forty-sixth Regular Session of the General Assembly;


  1. URGES Member States to establish and make operational, as quickly as possible, their national coordination committees it they have not yet done so;


  1. ALSO LAUNCHES AN APPEAL to IERD, UNDP, BIRD and the

international community, to provide the necessary financial and technical assistance for the implementation of the objectives of the Secon d Decade;

  1. CALLS UPON the Secretary-General to submit regular reports to the Council of Ministers on the implementation of the Decade Program.
