RESOLUTION ON THE SPECIAL EMERGENCY ASSISTANCE FUND FOR DROUGHT AND FAMINE IN AFRICA


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -fifth Ordinary Session in Addis Ababa, Ethiopia, from 24 to 28 February 1992,


Having considered the report of the Secretary-General on the Activities and Operation of the Special Emergency Assistance Fund for Drought and Famine in Africa, contained in Document CM/1698 (LV),


Recalling the aims and objectives establishing the Special Emergency Assistance Fund for Drought and Famine in Africa and its operational modalities,


Recalling further its resolutions CM/Res.1315 (LII) and CM/Res.1336,


Bearing in mind the recommendations of the Thirteenth Ordinary Session of the Policy Committee of the Special Emergency Assistance Fund for Drought and Famine in Africa, held on 16 December 1991, in Addis Ababa, Ethiopia,


Deeply concerned by the dwindling financial resources of the Fund and the lack of replenishments:


  1. TAKES NOTE of the report of the Secretary-General as contained in Document CM/1698 (LV);


  1. ENDORSES the recommendations and decisions of the Policy Committee of the Fund and URGES the Secretary-General to take advantage of his visits to non-African countries to sensitize the leaders and the public opinion of these countries and mobilize financial and other resources for the Fund;


  1. CALLS UPON African Diplomatic Groups and the African Communities in the major capitals of the world to participate actively in this sensitization and mobilization campaign for the replenishment of the Fund;


  1. URGES the Secretary-General to undertake necessary consultations with UNSO with a view to expediting the formulation of the proposed resource Mobilization program for the Fund;


  1. REITERATES ITS APPEAL to all Member States to contribute voluntarily to the Fund and to those that have made pledges to honor their commitments;


  1. URGES Member States, beneficiaries of the Fund to report regularly to the latter on the implementation of project financed by the Fund.
