Resolution on the United Nations Conference On Environment and Development (UNCED) Brazil 1 – 12 June 1992

The Council of Ministers of the Organization of African Unity, meeting in its Fifty-fifth Ordinary Session in Addis Ababa, Ethiopia, from 24 to 28 February 1992,

Having considered the Report of the Secretary-General on the implementation of CM/Res.1361 (LV) Resolution on Africa’s Preparation for the United Nations Conference on Environment and Development (UNCED),

Recalling its precious Resolutions on Environment and Development which have as their objectives the enhancement of sound Environmental Management and Sustainable Development,

Mindful that the objectives of UNCED are to address global environmental and developmental issues, an issue which is of imperative and crucial importance to the African continent,

Reaffirming the determination of Africa to participate in UNCED so as to lend its effective contribution and protect its interests:

  1. TAKES NOTE of the Report of the Secretary-General on Africa’s Preparation for the UNCED;

  1. ENDORSES Africa’s Common Position as adopted by Ministers of Environment and Planning in Abidjan, 11 – 14 November 1991;

  1. URGES Member States to continue to participate in all Preparatory Meeting of UNCED, and to include in their delegation as many experts as Possible;

  1. EXPRESSES the wish to see African delegations to Rio Conference (1 to 12 June 1992) led by Heads of State and Government in order to defend the primordial interests of the continent;

  1. CONGRATULATES the Joint Secretariat of OAU/ECA/UNEP/UNSO/ADB/UNCED for their cooperation in the Preparation for the Rio Conference and REQUESTS them to intensify their Efforts in the final phase of preparation for the Conference;

  1. REQUESTS the Secretary-General of the OAU to provide all the support needed by the Joint Secretariat and the African Group during the Fourth Session of the Preparatory Committee of UNCED due to be held in New York, from 2 March to 4 April 1992;

  1. FURTHER REQUESTS him under the supervisor of the Current Chairman of the OAU, to take the lead role in the mobilization and coordination of the actions of Member States during UNCED negotiations including regional conventions, the Fourth PREPCOM and the Rio Conference;

  1. REQUESTS the Secretary-General to submit a report on Africa’s participation in UNCED to the Fifty-sixth Ordinary Session of the Council of Ministers.
