RESOLUTION ON THE PROPOSED COOPERATION AGREEMENT BETWEEN THE ORGANIZATION OF AFRICAN UNITY AND THE INTERNATIONAL COMMITTEE OF THE RED CROSS


The Council of Ministers of the Organization of African Unity, meeting in its Fifty-fifth Ordinary Session in Addis Ababa, Ethiopia, from 24 to 28 February 1992,


Having considered the Report of the Secretary-General on the proposed Cooperation Agreement between the Organization of African Unity (OAU) and the International Committee of the Red Cross (ICRC) CM/1702 (IV),


Considering the mandate of the ICRC and its important role in protecting and assisting victims of armed conflicts,


Considering also that the principles and the objectives governing the activities of the ICRC are in conformity with the principles and purposes of the OAU,


Taking into account the need to enhance the cooperation between the OAU and ICRC in the field of assistance to victims of armed conflicts in Africa,


Considering that the formalization of already existing relations between the OAU and ICRC will enable these two Organizations to strengthen their cooperation in order to harmonize and coordinate their activities in all fields of common interest:


  1. TAKES NOTE of the Report of the Secretary-General contained in Document CM/1702 (LV);


  1. APPROVES the Draft Cooperation Agreement between the OAU and ICRC;


  1. AUTHORIZES the OAU Secretary-General to sign the said Agreement with the duly empowered representative of ICRC;


  1. REQUESTS the Secretary-General to report on the implementation of this resolution.
