DECISION ON THE OPERATIONALISATION OF THE AFRICAN CAPACITY FOR
IMMEDIATE RESPONSE TO CRISES

The Assembly,
RECALLS its Decision Assembly/AU/Dec.489(XXI) on the establishment of the African Capacity for Immediate Response to Crises (ACIRC), adopted by the 21st Ordinary Session of the Assembly of the Union, held in Addis Ababa, from 26 to 27 May 2013;
TAKES NOTE of the decision by the following African Union (AU) Member States to be the initial participating countries in the ACIRC: Algeria, Angola, Chad, Ethiopia, Guinea, Mauritania, Niger, South Africa, Senegal, , Sudan, Tanzania and Uganda, and HEREBY OPERATIONALISES the ACIRC as a transitional arrangement;
FURTHER RECALLS that the ACIRC is based on voluntarism and the capacities of the participating countries;
FURTHER DECIDES as follows:
More Member States should be encouraged to volunteer capabilities to ACIRC in the spirit of inclusivity and solidarity;
Upon a request by AU Member State(s), the AU Peace and Security Council (PSC) shall authorize the deployment of a force in accordance with the provisions of the AU Constitutive Act, especially Articles 4(h) and 4(j);
The implementation of the mandate shall be coordinated by the PSC;
An Operations Co-ordination Strategic Centre shall be established at the AU Commission Headquarters in Addis Ababa under the leadership of the Peace and Security Department, to work on the modalities for activating ACIRC;
An Operational Command Centre will be located in any of the participating countries near the Mission Area.
