DECISION ON THE REPORT OF THE SECOND CONFERENCE OF THE
AFRICAN UNION OF MINISTERS RESPONSIBLE FOR CIVIL
REGISTRATION AND VITAL STATISTICS

The Executive Council,
1. TAKES NOTE of the Report of the Second Conference of the African Union (AU) of Ministers Responsible for Civil Registration and Vital Statistics, held in Durban, South Africa, from 3 to 7 September 2012 and the recommendations contained therein as well as the Ministerial Declaration;
2. UNDERSCORES the necessity for enhanced coordination between the African Union Commission and UNECA for Africa with respect to the strategies for national Civil Registration and Statistics systems;
3. RECOMMENDS the report for adoption by the Assembly;
4. REQUESTS the Commission in collaboration with the Economic Commission for Africa (ECA), the African Development Bank (AfDB) and partners to facilitate building the capacity of Member States to strengthen the civil registration and vital statistics systems in Africa;
5. URGES Member States to undertake in-depth assessment of the state of their national civil registration and vital statistics systems and develop a strategic and action plans for improving CRVS;
6. TAKES NOTE of the efforts made to organize the third conference of Ministers responsible for civil registration and vital statistics;
7. REQUESTS Member States to allocate the necessary human and financial resources for the operations of the Civil Registration bodies and mobilize additional resources for capacity building in order to facilitate it.
