DECISION ON THE REPORT OF THE FIFTH SESSION OF THE
AFRICAN UNION CONFERENCE OF MINISTERS
IN CHARGE OF DRUG CONTROL

The Executive Council,
1. TAKES NOTE of the Report of the Fifth Session of the African Union (AU) Conference of Ministers in charge of Drug Control (CAMDC5), held in Addis Ababa, Ethiopia, from 8 to 12 October 2012, and the recommendations contained therein;
2. ENDORSES the adoption of the following:
i) The Revised AU Plan of Action on Drug Control (2013-2017) as the framework to galvanize national, regional and international cooperation to counter the drug problem on the Continent; and REQUESTS the AU Commission to conduct a mid-term review of its implementation in 2015;
ii) The African Common Position on Controlled Substances and Access to Pain Management Drugs; and REQUESTS the AU Commission to bring the Common Position to the attention of Ministers of Health;
iii) Continental Minimum Quality Standards for Treatment of Drug Dependence;
iv) Member States to adopt policies channel confiscated proceeds from drug related offences to demand reduction and treatment programmes;
v) Strengthen research on drug control and on monitoring and evaluation of drug abuse and trafficking trends;
vi) Facilitate a continental training for drug dependence treatment.
