DECISION ON THE REPORT ON THE IMPLEMENTATION OF THE PREVIOUS
DECISIONS OF EXECUTIVE COUNCIL AND THE ASSEMBLY

The Executive Council,
1. TAKES NOTE of the report and the comments of the Member States on the report of the Commission on the implementation of the previous decisions of the Executive Council and Assembly and the recommendations contained therein;
2. RECALLS all decisions taken in the past as well as the recommendations of the two retreats of April 2011 and April 2014 between the PRC and the Commission on guidelines and mechanisms required for the preparation, reduction and the implementation of decisions with emphasis on the rationalization of the draft agenda of the two annual summits, the reduction in the number of decisions, the determination of the legal .financial and structural implications of these decisions and the sources of funding, monitoring and evaluation as well as the deadlines for reporting to organs of the Union on the state of implementation. In this regard, REQUESTS the PRC and the Commission to conduct appropriate consultations to make relevant proposals on different aspects;
3. CONGRATULATES the 7 Member States which have submitted their reports over the past 6 months (Togo, Uganda, Senegal, Sierra Leone, Mauritius, Guinea and Egypt) and URGES all other Member States that have not yet done so to do so in order to enable the Commission to submit a report at the Summit of January 2016;
4. REQUESTS the Commission to submit the financial implications relating to the recruitment of a consultant to undertake a study on the State of implementation of all the decisions taken during the last 10 years to appropriate recommendations in this regard.
