Regulation C/REG.4/11/96 Adopting the ECOWAS Cultural Development Programme

The Council of Ministers,MINDFUL of Articles 10, 11 and 12 of the Revised Treaty of the Economic Community of West African States (ECOWAS) establishing the Council of Ministers and defining its composition and functions;CONVINCED that the integration of cultural factors in development strategies of the Community will ensure a well-balanced development of all the peoples of the ECOWAS region;MINDFUL of Protocol A/P1/7/87 on the Cultural Framework Agreement for ECOWAS adopted in Abuja on 9th July, 1987;ANXIOUS of effectively implementing the said Protocol with a view to strengthening understanding amongst the people of the region as well as facilitating information circulation and development exchanges in all areas;ON THE RECOMMENDATION of the eight meeting of the Social and Cultural Affairs Commission held in Lagos from 24th to 27th September, 1996;ENACTS

Article 1

The ECOWAS Cultural Development Programme annexed to this Regulation is hereby adopted.

Article 2

1.An Ad Hoc Committee of the Human Resources, Information, Social and Cultural Affairs Commission (the Commission) comprising the Republics of Côte d'Ivoire, Ghana and Mali, the Federal Republic of Nigeria and the Republic of Senegal is hereby established.
2.The Ad Hoc Committee shall monitor implementation of the Cultural Programme and formulate strategies and programmes to accelerate implementation of the programme by all Member States.
3.The Ad Hoc Committee shall submit its reports and recommendations to the Commission.
4.The Executive Secretariat shall co-ordinate the activities of the Ad Hoc Committee.

Article 3

1.All Member States and the Executive Secretariat shall individually and collectively take all necessary measures to implement all the activities and events set out in the Cultural Programme.

Article 4

This Regulation shall be published by the Executive Secretariat in the Official Journal of the Community within thirty (30) days of its signature by the Chairman of the Authority.It shall also be published within the same time-frame by each Member State in its National Gazette.
