Regulation C/REG.17/12/00 Relating to the Participation of the Executive Secretariat in the National Youth Service Corps (NYSC) Scheme of the Federal Republic of Nigeria

The Council of Ministers,MINDFUL of Articles 10, 11 and 12 of the Treaty establishing the Council of Ministers and defining its composition and functions;MINDFUL of Article 61 of the Treaty which provides for the mobilisation and involvement of Community citizens in the activities of the Community as well as their profes­sional training and employment;CONSIDERING that the National Youth Service Corps (NYSC) Scheme was introduced by the Federal Government of Nigeria through legislative Act No, 24 dated 22nd May, 1973, under which young Nigerian graduates of Universities and similar tertiary Institutions are required to undertake a one-year national service;CONSIDERING also that the Executive Secretariat had to participate in the scheme when eligible youths were posted to it by the National Youth Service Corps Secre­tariat, and their services had not only proved to be invaluable to staff members but had also afforded the youths the opportunity to learn about the Community, its activities and programmes;DESIRING to approve the participation of the Executive Secretariat in the scheme and to provide corps members serving in the Secretariat token allowances for their services in accordance with the general practice in similar Organisations;ON THE RECOMMENDATION of the Twenty-fifth meeting of the Adminstration and Finance Commission held in Bamako, from 2nd to 8th December 2000;ENACTS

Article 1

1.The Executive Secretariat is hereby authorised to participate in the National Youth Service Corps Scheme of the Federal Republic of Nigeria.
2.The Secretariat shall adopt strategies for recruiting the best candidates to serve in the Secretariat. The Secretariat shall also submit proposals for the extension of the programme to graduate youths of other Member States
3.The number of Youth Corps members to serve in the Secretariat in any given year shall be determined by the budgetary session of the Administration and Finance Commission, preceding the year of service.

Article 2

Each serving corps member shall be paid a monthly allowance of ten thousand naira (N10,000) to cover his/ her accommodation and transportation expenses.

Article 3

This Regulation shall be published in the Official Journal of the Community by the Executive Secretariat within thirty (30) days of its signature by the Chairman of Council. It shall also be published by each Member State in its National Gazette within the same time frame.
