Regulation C/REG.12/12/01 on the World Bank Regional Integration Assistance Strategy (RIAS) for the West African Region

The Council of Ministers,MINDFUL of Articles 10, 11 and 12 of the Treaty relating to the creation of the Council of Ministers and defining its composition and functions;MINDFUL of the need to take the regional dimen­sion of development into account in order to ac­celerate the growth and integration of the West African Economic Community;DESIROUS of establishing West Africa as a uni­fied and open regional economy infrastructural services and financial services, in line with the declared vision of the West Africa region;AFTER TAKING note of the outcome of the work­shop organised in Bamako on 15 and 16 March 2001 on the World Bank regional assistance strategy as well as the outcome of the ECOWAS-UEMOA-World Bank meeting in Abuja from 8 to 10 October 2001 on the implementation modalities of the said strategy;ENACTS

Article 1

The elements of the World Bank regional integra­tion assistance strategy for West Africa and matrix of activities identified at the meeting in Abuja from 8 to 10 October 2001 and annexed to this Regula­tion are hereby adopted.

Article 2

The ECOWAS Executive Secretariat is requested to take the necessary measures for the diligent im­plementation of the matrix of activities referred to in Article 1 above.

Article 3

The ECOWAS Executive Secretariat shall continue the joint reflection with the UEMOA Commission and other partners on the formulation of a regional poverty reduction strategy paper (RPRSP)

Article 4

This regulation shall be published by the Executive Secretariat in the Official Journal of the Community within thirty (30) of its signature by the Chairman of the Council of Ministers. It shall also be published in the National Gazette by each Member State within the time-frame.
