Regulation C/REG.17/12/01 Allocating the post of Director of Infrastructure and Industry at the Executive Secretariat to the Republic of Sierra Leone as an Exceptional Measure

The Council of Ministers,MINDFUL of Articles 10, 11 and 12 of the Treaty establishing the Council of Ministers and defining its composition and functions;MINDFUL of Article 18 paragraph 5 of the Treaty which stipulates that due regard should be had, sub­ject to ensuring the highest standards of efficiency and technical competence, to maintaining equita­ble geographical distribution of posts among na­tionals of all Member States;TAKING NOTE of the vacancy of the post of Direc­tor of Infrastructure and Industry at the Executive Secretariat;RECOGNISING the need for the timely implemen­tation of the restructuring programme of the Ex­ecutive Secretariat;ANXIOUS to endow the ECOWAS institutions with highly qualified staff;REAFFIRMING our commitment to the abolition of the quota system of appointments to professional posts;WISHFUL, however, of paying partcular attention to the case of Sierra Leone, which has no nationals on the professional Staff complement of the Execu­tive Secretariat since the retirement in 1999 of the Director of the Transport, Communications and En­ergy Department;HAVING CONSIDERED the appeal made by the Sierra Leonean delegation;ENACTS

Article 1

There is hereby allocated to the Republic of Sierra Leone the post of Director of Infrastructure and Indus­try at the Executive Secretariat, as an execeptional measure.

Article 2

The Republic of Sierra Leone shall present to the Ex­ecutive Secretariat the names of three candidates for evaluation with a view to their selection, in accord­ance with the relevant provisions of the Staff Rules and Regulations of the ECOWAS institutions.

Article 3

This Regulation shall be published by the Executive Secretariat in the Official Journal of the Community within thirty (30) days of its signature by the Chair­man of the Authority. It shall also be published within the same time-frame in the National Gazette of each Member State.
