DECISION ON THE REPORT OF THE PRC SUB-COMMITTEE
ON MULTILATERAL COOPERATION WITH RESPECT TO
AFRICA’S STRATEGIC PARTNERSHIPS

The Executive Council,
1. TAKES NOTE of the Report of the PRC Sub-Committee on Multilateral Cooperation with respect to Africa’s Strategic Partnerships;
2. REQUESTS the Commission, working with a Panel of African Experts, and in collaboration with the Sub-Committee on Multilateral Cooperation, to undertake a comprehensive evaluation of all Africa’s Strategic Partnerships, bearing in mind the Africa’s Agenda 2063 and to submit the Report during the 23rd Ordinary Session of the AU Summit in June/July 2014;
3. ENDORSES the recommendations contained in the Report;
ON TICAD V SUMMIT
4. EXPRESSES profound gratitude and appreciation to the People and Government of Japan for successfully hosting the TICAD V Summit, held in Yokohama, Japan, from 1 to 3 June 2013;
5. ENDORSES the Yokohama Declaration and the TICAD V Action Plan adopted by the TICAD V Summit and REQUESTS the Commission, in collaboration with the Co-organizers and other stakeholders, to ensure full implementation of the Acton Plan;
6. WELCOMES the offer made by the Republic of Cameroon to host the TICAD Ministerial Meeting in May 2014 and REQUESTS the Commission in collaboration with the PRC and the Host Country to make all the necessary preparations for the successful convening of the meeting
7. ALSO WELCOMES the adoption of the principle of Rotation in hosting the TICAD V follow up mechanisms, including the Summit, and REQUESTS the Chairperson of the Commission to undertake consultations with Member States of the African Union with a view to identifying the host for TICAD VI Summit to be held in Africa in 2018;
ON THE 3RD AFRICA-ARAB SUMMIT

8. RECOMMENDS the report on the outcome of the 3rd Africa-Arab Summit held in Kuwait in November, 19-20, 2013 for consideration by the Assembly;
WELCOMES AND RECOMMENDS to the Assembly to endorse the offer made by the Republic of Equatorial Guinea to host the 4th Africa-Arab Summit in 2016 and REQUESTS the Commission to begin consultations with the country with a view to deciding on the exact dates of the Summit.
ON AFRICA-TURKEY PARTNERSHIP
10. AGREES to hold the 2nd Africa-Turkey Summit in November 2014 and REQUESTS the Commission to convene a Senior Officials Meeting as soon as possible to develop a Roadmap for the hosting of the 2nd Africa-Turkey Summit and endorse that the 2nd Summit will be hosted in Equatorial Guinea;
ON AFRICA-SOUTH AMERICA (ASA) PARTNERSHIP
11. REQUESTS the PRC and the Commission, in consultation with the South American side, to urgently finalize work towards jointly establishing an ASA Financing Mechanism and Fund for the implementation of agreed specific projects;
12. ALSO REQUESTS the PRC and the Commission, in consultation with the South American side, to take urgent steps for the implementation of concrete projects that would attract benefits to the two sides;
13. FURTHER REQUESTS the PRC and the Commission, working closely with the South American side, to agree on the modalities for the functioning of the ASA Strategic Presidential Committee.
ON AFRICA-EU PARTNERSHIP
14. TAKES NOTE of the progress made in the preparation of the 4th Africa - EU Summit under the Theme “Investing for Peoples’ Prosperity and Peace”;
15. STRESSES the imperative need for all partners including the European Union to extend specific invitations to all AU Heads of State and Government for their full participation in all partnership Summits and in this regard, MANDATES the Commission to follow up on the matter to ensure respect and implementation of this principle;
16. ENDORSES the final Revised African Position Paper on the Restructuring of the Africa-EU Dialogue (Rev.4); and the recommendations contained therein; and
17. URGES the Commission, in collaboration with the Follow-Up Committee on Africa-EU Partnership and the Chairperson of the Sub-Committee on Multilateral Cooperation to expedite action on the process of preparation of the Summit including the finalization of the working and outcome documents.
ON AFRICA-CHINA PROCESS
18. REQUESTS the Commission in collaboration with the host country, to make necessary logistical and material preparations for the 10th Senior Officials Meeting of FOCAC to be held in South Africa during the 2nd half of 2014;
ON AFRICA-KOREA FORUM
19. URGES the Commission, in collaboration with the Korean side, to draft the implementation matrix for the Africa-Korea Joint Action Plan before 31 March 2014 and convene the Joint Experts meeting during the 2nd quarter of 2014 to finalize the document;
ON AFRICA-INDIA PARTNERSHIP
20. WELCOMES the signing of the Plan of Action of the Enhanced Framework for Cooperation of the 2nd Africa-India Forum Summit 2011-2014; and ENCOURAGES both parties for the steps being taken to implement it;
21. EXPRESSES CONCERN over the delay in finalizing consultations on the remaining Institutes to be established in Africa;
22. CALLS UPON AU Member States and the Commission to finalize consultations on the locations of the remaining Institutes to be established by India in Africa;
23. REQUESTS AU Member States that have expressed their willingness to host these Institutes to abide by the MoU signed with the Indian side;
24. CALLS FOR the setting up of a Joint Working Group to accelerate implementation of the programs and projects contained in the Plan of Action within the agreed deadline.
