DECISION ON THE REPORT OF THE SUB-COMMITTEE ON REFUGEES,
RETURNEES AND INTERNALLY DISPLACED PERSONS IN AFRICA

The Executive Council

1. TAKES NOTE of the Report on Refugees, Returnees and Internally Displaced Persons in Africa;

2. CALLS UPON all Member States that have not yet done so to expedite signing and ratification of the Kampala Convention on Internally Displaced Persons (IDPs) and to implement the Action-Plan aimed at addressing the root causes and challenges of forced displacement on the continent;

3. RECALLS Decision Ex.CL/Dec.567(XVII) of July 2010 raising from 2% to 4% of the operational budget in a gradual manner with effect from January 2011 to enable the AU have a quantum of funds to meet emergency humanitarian interventions;

4. STRESSES the need to review and clarify the roles and mandates of the Sub- Committee on Refugees, Returnees and Internally Displaced Persons in Africa and that of the Special Emergency Assistance Fund for Drought and Famine in Africa (SEAF) to enable them effectively fulfil their mandates;

5. URGES the PRC through its Sub-Committee on Refugees, Returnees and Internally Displaced Persons in Africa to undertake field missions to DRC and Seychelles in the course of 2014.
