DECISION ON THE REPORT OF THE FIFTH SESSION OF THE
CONFERENCE OF AFRICAN UNION MINISTERS OF SPORT

The Executive Council,
1. TAKES NOTE of the Report of the Fifth Session of the Conference of African Union Ministers of Sport (CAMS5), held in Abidjan, Republic of Cote d’Ivoire, from 22 to 26 July 2013, and the recommendations contained therein;
2. ENDORSES the recommendations of CAMS5 and in particular, the following:
i) Implement effective and targeted strategies that integrate sport into the wider human capital development sectors, in particular health, education, science and technology and culture;
ii) Provide favourable conditions and opportunities for athletes to train and compete at acceptable standard at national, regional and international levels as part of measures to discourage and minimize the emigration of young talents and proven athletes who are enticed to change nationalities in order to represent countries in other continents;
iii) Implement the previous decisions of a monitored minimum quota of twenty percent (20%) of women and persons with disabilities’ representation in sport management structures.
3. TAKES NOTE of the dissolution of the Supreme Council for Sport in Africa (SCSA) by the Extraordinary General Assembly of the SCSA on 26 July 2013 in accordance with the Executive Council Decisions EX.CL/Dec.543(XVI) and EX.CL/Dec.680(XX), as well as the setting up of a Transitional Technical Committee to oversee the transition and smooth integration of the functions of SCSA into the African Union Commission;
4. REQUESTS the AU Commission to facilitate the work of the Transitional Technical Committee and to report on the implementation of this decision in January 2015;
5. COMMENDS the Republic of Congo for the infrastructure being put in place for the 2015 African Games in Brazzaville;
6. WELCOMES the offer by the Republic of Botswana to host the Sixth Session of the African Union Conference of Ministers of Sport in 2015.
