RESOLUTION ON ASSISTANCE TO SAO TOME E PRINCIPE AND CAPE VERDE ISLANDS
The Council of Ministers of the Organization of African Unity meeting in its Twenty- Seventh Ordinary Session at Port Louis, Mauritius, from 24 June to 3rd July, 1976.
Having studied the report of the Fact-finding Mission which visited the Cape Verde Islands and Sao Tome e Principe,
Aware of the problems facing the New Independent States as a result of the mass return of refugees,
Fully aware that the root causes of the refugee problem in these countries lies in the abominable system of Portuguese colonialism which left these territories without any means of survival,
REQUESTS the Secretary-General to take all necessary measures for special financial assistance of 10 million US dollars to be granted urgently to each of these two countries from the Special Arab Fund for the Development of Africa, in view of the difficult situation described by the OAU Commission of 10 on Refugees in its report CM/738 (XXVII);
FURTHER APPEALS to Member States to grant bilateral and generous technical, material and financial assistance to the Governments of Sao Tome e Principe and the Cape Verde Islands to enable them find solutions to the problems created by the mass return of refugees to their respective countries.
