COMMUNIQUE OF THE 236th MEETING OF
THE PEACE AND SECURITY COUNCIL

The Peace and Security Council (PSC) of the African Union (AU), at its 236th meeting held on 5 July 2010, adopted the following decision on the situation in the Comoros:

Council,

  1. Takes note of the briefing made by the Commissioner for Peace and Security and Amb. Francisco Madeira, the Special Envoy of the Chairperson of the Commission for the Comoros and the Head of the AU Liaison Office in Comoros, as well as by the Minister of External Relations of the Union of the Comoros;

  2. Commends the Commission for its sustained efforts in the inter-Comorien dialogue process, with the support of international partners, in particular the activities undertaken in the Comoros by the Commissioner for Peace and Security and by the Special Envoy for the Comoros as well as by the Head of the AU Liaison Office in the Comoros;

  3. Welcomes the signing in Moroni, on 16 June 2010, of the "Agreement for the Management of the Interim Period" by the Union President and the Governors of the autonomous Islands of Ngazidja, Anjouan and Moheli. Council commends the Comorian parties for this significant step in the process of national reconciliation in the Comoros and the harmonization of electoral calendars, as well as of the functioning of the institutions of the Union of the Comoros;

  4. Urges the Comorian parties to act in good faith in the implementation of the Agreement and stresses that only the scrupulous implementation of this Agreement by all parties concerned is the guarantee for the organization of the harmonized elections of the President of the Union and the Governors of the autonomous Islands, scheduled for 7 November and 26 December 2010, including a peaceful transfer of power between the President-elect and the outgoing President;

  5. Requests the Chairperson of the Commission to take all necessary measures to assist the Comorian parties in implementing the commitments made under the said Agreement, including technical support to the Follow-up Committee and the deployment of a mission to observe the forthcoming elections in the Comoros;

  6. Appeals to the international partners of the AU to provide technical and financial support to ensure the proper functioning of the Follow-up Committee and the holding of free, transparent and credible elections;
