RESOLUTION ON THE SCALE OF ASSESSMENT



The Council of Ministers of the Organization of African Unity, meeting in its Eight Ordinary Session in Addis Ababa, Ethiopia, from 27 February to 4 March 1967,


Having carefully examined the question raised by the Government of Rwanda and Gambia about the Organization’s present scale of assessment for the contribution of members.


Noting in particular that there are different shades of meaning between the English and French version of the provisions of Article XXIII of the charter of the Organization, which requires that the United Nations scale of assessment should form the basis of the OAU’s own scale,


Convinced that the present scale of assessment is based on the strict interpretation of the English rather than the French text of Article XXIII, and


Realizing, above all, that the present scale in inequitable in many ways:



  1. RECOMMENDS the continued use of the scale of assessment currently in force;



  1. DIRECTS the Administrative Secretary-General to obtain precise information from the Member States on the following points, not later than 31 May 1967: gross domestic product or national income; gross domestic product per caput, or national income per caput, public revenues and expenditures; balance of payments and liquidity; all these statistics to be for 1965 or the year nearest to 1965;


  1. REQUESTS the Advisory Committee on Budgetary and Financial Matters in co- operation with the Administrative Secretary-General to prepare, on the basis of this information, a draft of a new scale of assessment to be submitted to the next Session of the Council of Ministers.
