Resolution on the Question of So-Called French Somaliland (Djibouti)

RESOLUTION ON THE QUESTION

OF SO-CALLED FRENCH SOMALILAND (DJIBOUTI)



The Council of Ministers of the Organization of African Unity, meeting in its Tenth Ordinary Session in Addis Ababa, Ethiopia, from 20 to 24 February 1968,


Having noted the report of the Administrative Secretary-General of the Organization of African Unity and that of the Co-ordinating Committee for the Liberation of Africa,


Reaffirming all the previous resolutions adopted by the Assembly of Heads of State and Government and the Council of Ministers,


Recalling United Nations resolution No. 2356 (XVII) on the question of the so-called French Somaliland (Djibouti):


  1. REAFFIRMS the inalienable right of the people of French Somaliland (Djibouti) to self-determination and independence in accordance with the principles enshrined in the Organization of African Unity and the United Nations Charters;


  1. EXPRESSES its disappointment that the Administering Power has failed to co- operate fully with the Organization of African Unity and United Nations to accelerate the decolonization of the Territory;


  1. CALLS upon the Administering Power to:



    1. take the necessary measures to prepare the Territory for independence, including the full exercise of political freedom;


    1. allow the return of all those who have been expelled to their Territory:

    1. to co-operate fully with the Organization of African Unity and the United Nations in bringing about early independence in the so-called French Somaliland (Djibouti);


  1. REQUESTS the Co-ordinating Committee for the Liberation of Africa to make a progress report on the situation of the Territory;


  1. REASSURES the brotherly people of the so-called French Somaliland (Djibouti) of the Organization of African Unity’s continued support to bring about their freedom and independence and appeals to them to unite their ranks in their liberation struggle;


  1. DECIDES to keep the question of the so-called French Somaliland (Djibouti) on its agenda.
