ESTABLISHMENT OF TRAINING AND RESEARCH INSTITUTIONS (OR CENTRES OF EXCELLENCE) IN AFRICA


The Council of Ministers of the Organization of African Unity, meeting in its Eleventh Ordinary Session in Algiers, Algeria, from 4 to 12 September 1968,


Recalling resolutions CM/Res.116 (ix) on the establishment of training and research institutions (or “centers of excellence”), in Africa,


Having received the report of the Nairobi Conference on Education and Scientific and Technical Training as related to development in Africa (document CM/232 Part 3),


  1. AGREES that the establishment of training and research centers in Africa should be within a joint OAU/ECA programme;


  1. DECIDES to establish and OAU committee responsible for following up implementation of the programme to set up “centers of excellence” in Africa;


  1. REQUESTS the Administrative Secretary General :



    1. to contact inter-African and international organizations and United Nations specialized agencies which can help in any way in the early establishment of the required centers, and to report on the results of these contacts to the Council of Ministers;

    2. to take appropriate action to implement the recommendations of the Nairobi Conference taking into account the views of Member States expressed at this session, especially concerning the establishment of additional “centers of excellence”.
