Resolution on Telecommunications in Africa


CM/Res. 190 (XIII) RESOLUTION ON TELECOMMUNICATIONS IN AFRICA

The Council of Ministers of the Organization of African Unity, meeting in its Thirteenth Ordinary Session in Addis Ababa, Ethiopia, from 27 August to 6 September 1969,


Recalling the resolutions already adopted in 1966 and 1967 on the establishment of a modern and efficient all African telecommunications network,


Noting with satisfaction the energetic action undertaken by the ITU:



  • to provide the African countries with the technical assistance necessary for the development of their networks;


  • to improve the training of staff responsible for the installation, maintenance and operation of these networks through the establishment of national and multi-national vocational training centers;


  • to consider what measures should be taken for the speedy provision of an All-African network, especially as far as the establishment of international and continental links and the profitability of investments are concerned;


Conscious of the fact that this action must be followed up at both national and regional levels,



Welcoming the close co-operation that exist between ECA, OAU and ITU in the development of telecommunications in Africa,


  1. CALLS UPON the said Organizations to continue their action along these lines and to co-operate still more closely in the interests of the development of the African

economies, which depend to a large extent upon the stage of development reached in telecommunications networks;


  1. RECOMMENDS the African countries to give very high priority to the establishment of an African telecommunications networks;


  1. INVITES the African countries concerned to support the requests recently conveyed to UNDP for a pre-investment study and for the establishment of multi-national vocational training centers;


  1. URGES the countries to participate actively in this study, both in cash and in kind, by temporarily seconding senior staff from their administrations t o the ITU team of experts responsible for carrying out these studies, for the duration of their stay in the country concerned.
