RESOLUTION CONCERNING THE CONVENING OF A SPECIAL SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY ON DEVELOPMENT PROBLEMS AND THE INTERNATIONAL ECONOMIC RELATIONS


The Council of Ministers of the Organization of African Unity meeting in its Twenty Second Ordinary Session in Kampala, Uganda, from 1 to 4 April 1974,


Having Taken note of the memorandum of the Government of the Democratic and Popular Republic of Algeria concerning the convening of a special session of the United Nations General Assembly on development problems and the international economic relations.


Recalling the African Declaration on Co-operation, Development and Economic Independence adopted by the Heads of State and Government during the Tenth OAU Summit,


Recalling further the principles and objectives contained in the Algiers Charter, the Lima Declaration, the Declaration and the programme of economic action adopted by the Fourth conference of Heads of State or Government of the non -Aligned countries,


Concerned about the continued deterioration of the terms of trade which is highly prejudicial to the economies of the developing countries,


Considering the lack of political will on the part of the developed countries regarding the implementation of the measures they should take in order to put an end to the intolerable situation which the developing countries are experiencing,

Conscious of the need for Member States to co-operate with the other developing countries to set up a new order to international econom ic relations based on justice, sovereignty and the right of all States to development and progress;


  1. INVITES Member States to act in concert with the Non-Aligned and other developing countries with a view to presenting a United front in order to safe - guard effectively their vital interests;


  1. REQUESTS therefore all Members to do everything possible to instruct their delegations to the Special Session to implement fully all the decisions and resolutions adopted by all the developing countries with a view to ensuring the full exercise of the rights of each state over its natural resources;


  1. APPEALS to all Member States to make the Special Session a decisive phase of their economic liberation and the up-valuing of their natural resources to ensure a rapid economic and social development;


  1. RECOMMENDS that all Member States take part in the Special Session of the United Nations General Assembly at the highest political level possible. If further requests the OAU Secretariat to be represented at this Session.
