RESOLUTION ON OAU BUREAU FOR THE PLACEMENT AND EDUCATION ON AFRICAN REFUGEES


The Council of Ministers of the Organization of African Unity meeting in its Twenty Second Ordinary Session in Kampala, Uganda, from 1 to 4 April 1974,


Having heard the report of the Seventh Ordinary Session of the OAU Commission of Ten on Refugees,


Convinced of the necessity of a continued cooperation and co-ordination between the BPEAR and all International Organizations and voluntary agencies concerned with t he refugee problems,


Anxious for the judicious use of funds placed a the disposal of the Bureau,



Recalling its Resolution CM/Res.296 (XX) of African Refugees more particularly paragraph 1 (b), thereof,


Considering the necessity for a profound study of expanding the mandate of the Bureau as regards especially rural refugees and legal assistance and the financial implications,


Noting that studies are being made on the re-structuring of the OAU General Secretariat; DECIDES:

  1. that the financial administration of BPEAR shall be subject to internal and external auditing under the same conditions as those of all the services of the General Secretariat;

  1. that the question of expanding the mandate of the Bureau as regards especially the rural refugees and legal assistance as well as its financial implications shall be examined in a profound manner by the Co-ordinating committee which should submit its report of the OAU Commission of Ten on Refugees;


  1. that the Commission of Ten shall examine the report of the Co -ordinating Committee and make appropriate recommendations to the Twenty Third Session of the Council of Ministers;


  1. that the problem of upgrading the personnel of the BPEAR shall be handled within the context of the restructuring of the General Secretariat ;


  1. that co-operation and co-ordination between the BPEAR and international organizations and voluntary agencies should be maintained and strengthened.
