Resolution on the Request by the People’s Republic of the Congo for Compensation on the Expenditure it has incurred on its Troops that Served on the African Neutral Force in Chad

RESOLUTION ON THE REQUEST BY THE PEOPLE’S REPUBLIC OF THE CONGO FOR COMPENSATION ON THE EXPENDITURE IT HAS INCURRED ON ITS TROOPS THAT SERVED ON THE AFRICAN NEUTRAL FORCE IN CHAD


The Council of Ministers of the Organization of African Unity, meeting in its Thirty-eighth Ordinary Session in Addis Ababa, Ethiopia from 22 to 28 February, 1982,


Recalling the Lagos Accord on the National Reconciliation in Chad in which it was decided to send an OAU Peace Keeping Force composed of contingents from Benin, the Congo and Guinea to Chad under the auspices of the 0AU,


Recalling further Resolution CM/Res.769 (XXXIV) on Chad, particularly its operative paragraph 3 in which OAU accepted to bear the financial burden of the operations of the African Peace Keeping Force in Chad,


Recognizing the fact that only the Congolese contingents of the African Peace Keeping Force were in Chad from January to March 1980,


Recognizing further that this operation had involved the Government of the People’s Republic of the Congo in expenses that could have been borne by the Organization,


Having heard the statement of the Minister of Foreign Affairs of the People’s Republic of the Congo:


  1. ACCEPTS the responsibility of compensation for the expenditure incurred by Congo on its troops that served on the African Neutral Force in Chad;

  1. REQUESTS the Secretary-General of the OAU to study, in collaboration with the OAU Advisory Committee on the Administrative, Budgetary and Financial Matters, the practical modalities of paying this compensation, as well as the possible financial implications involved.
