RESOLUTION ON THE ROOT CAUSES OF REFUGEES IN AFRICA


The Council of Ministers of the Organization of African Unity meeting in its Fortieth-first Ordinary Session in Addis Ababa, Ethiopia from 25 February to 4 March 1985,


Recalling its deliberations during its Fortieth Ordinary Session held in Addis Ababa, Ethiopia from 27th February to 5 March 1984 on the serious refugee situation in Africa especially on the question of the root causes of refugees in Africa,


Recalling Resolution CM/Res.939 (XL) adopted at the Fortieth Ordinary Session of the Council where the Council decided to “include a special item relating to the root causes of the refugees in Africa on the agenda of its Forty-first Ordinary Session and requested the Secretary-General in close collaboration with the OAU Commission of Fifteen on Refugees to present a report on the subject”,


Cognizant of the fact that a lot of documentation and data already exist on the root causes of refugees in Africa in the General-Secretariat of the OAU, the United Nations system and within Member States,


Further noting that no useful purpose would be served by appointing an independent African expert to carry out a study of the root causes of refugees:


  1. EXPRESSES its appreciation to the Secretary-General a.i for his preliminary report on the root causes of the refugee problem in Africa and his proposals for dealing with the question;


  1. CALLS ON the Secretary-General to collect and collate all available in information and data relating to the root causes of the refugee problem in Africa in consultation with relevant authorities of Member States;

  1. URGES Member States to make available all information and data relating to the subject to the Secretariat;


  1. REQUESTS the Secretary-General in collaboration with the OAU Commission of 15 on Refugees to present a comprehensive report to the Forty-second Session of the Council of Ministers with recommendation for the solution of the refugee problem in Africa and also in conformity with the international instrument governing the status of refugees.
