DECISION ON THE FOURTH ORDINARY SESSION OF THE
CONFERENCE OF AFRICAN MINISTERS IN CHARGE OF YOUTH

The Executive Council,
1. TAKES NOTE of the conclusions and recommendations of the 4th Conference of Ministers in Charge of Youth (COMY IV);
2. RECALLS the 2011 Malabo Summit decisions of the AU Heads of State and Government on the theme “Accelerating Youth Empowerment for Sustainable Development”;
3. URGES the Commission and all the relevant stakeholders to expedite the implementation of Malabo Decision on youth empowerment, Assembly/AU/Dec.363(XVII), as well as the Declaration on the promotion of youth employment, Assembly/AU/Decl.1(XVII);
4. CALLS UPON the Member States and the Regional Economic Communities (RECs) to mobilize the necessary resources for the implementation of required actions to accelerate Youth Empowerment for Sustainable Development;
5. ENCOURAGES Member States and other stakeholders to strongly support and promote youth employment under the auspices of the African Youth Charter
6. URGES the Commission to accelerate the establishment of a Special Fund for Youth Development programmes and decisions implementation;
7. CALLS UPON Member States to develop youth exchange programmes;
8. INVITES International Agencies, Non-Government Organization (NGOs), Civil Society, Private sector, Diaspora Youth organizations and Development partners to lend their technical and financial support to Youth programmes that are promoting economic growth through Africa’s demographic bonus to achieve the demographic dividend at national, regional and continental levels.
