Decision on the Report of the Ninth Session of the Labour and Social Affairs Commission


DECISION ON THE REPORT OF THE NINTH SESSION OF
THE LABOUR AND SOCIAL AFFAIRS COMMISSION

The Executive Council,

1. TAKES NOTE of the Report of the Ninth Ordinary Session of the Labour and Social Affairs Commission of the African Union (LSAC9), held in Addis Ababa, Ethiopia, from 8 to 12 April 2013, and of the recommendations contained therein;

2. ENDORSES the decisions of the LSAC9, in particular, the following:

i) The Youth and Women Employment Pact as a framework for reducing Youth and Women unemployment by at least two percent (2%) annually in line with Assembly Declaration on Creating Employment for Accelerating Youth Development and Empowerment (Assembly/AU/Decl.1(XVII)) and the African Youth Decade Plan of Action 2009-2018;

ii) Appropriate measures to strengthen the capacity of labour market institutions, including through enhancing the capacity and modernizing the existing African Regional Labour Administration Centres (ARLACs);

iii) The Communication Strategy for the Implementation of the Social Protection Plan for the Informal Economy and Rural Workers (SP I REWORK) towards the provision of social protection coverage for the informal economy and rural workers and members of their families;

3. REQUESTS the Commission to:

i) Accelerate the implementation of the AU Labour Market Information System Harmonization Framework; and directs that the Technical Working Group on Employment and Informal Economy should be Tripartite to include social partners;

ii) Collaborate with the RECs for the harmonization of labour and social protection laws, as part of measures to improve regional labour migration as an important factor in sustainable development.

4. TAKES NOTE of the Decision of the Labour and Social Affairs Commission to support the establishment of a Tertiary Training Institute on Social Security in Algiers, an initiative undertaken by the Algerian Government;

5. WELCOMES the offer by the Republic Namibia to host the Special Session of the Labour and Social Affairs Commission (LSAC) on the progress of implementation of the Ouagadougou 2004 Declaration and Plan of Action in Windhoek, Namibia, on 21-25 April 2014, in line with the Executive Council Decision EX.CL/Dec.648(XIX). The Special Session will also prepare for the

Extraordinary Session of Heads of States and Government , which is to be held in Ouagadougou, Burkina Faso, in September 2014;

 

REQUESTS the Commission to follow-up on the implementation of the outcomes of the LSAC9 and report regularly to the Executive Council.
